Don Juan/Don Giovanni would work, since they're making such an issue of his philandering nature. That would make for a great episode, him trying to bed the Evil Queen.
Maybe its Shakespeare, who's a famous philanderer in the plays? Benedick from Much Ado About Nothing? Nick Bottom?

My guesses are:
1. A character who knows the real identity of Prince Charming.
2. Or someone we haven't met yet. Maybe someone from another kingdom that's why Charming is not his prince.
BUt he must be pretty character when the writers keep his identity so secret ..
