Well before Emma arrived they might have thought it was strange but forgot it. As for now Regina could have simple said it was condemned or something and perhaps build a new library elsewhere so people weren't suspicious about the place. Regina could then say she couldn't tear it down because she was afraid of collapsing the mines beneath it.
In the commentary on the DVD's, the producers say the Library is closed to emphasize everyone's story having been ripped away from them by the curse. Guess that's why MaryM is handing out books to the kids.
i think y'all have a point, thanks for the info on what the produces wanted it to mean makes a bit of senses, plus knowing that and Mike's theory it seems that that could have been the case, when the curse was still there Regina had them always under hand, it was only till Emma came that ppl started to think for themselves as time was back on.
